How to Get a Marriage License in Fairbanks North Star Borough

Marriage licenses in Fairbanks North Star Borough are issued by the Alaska Department of Health through the Health Analytics and Vital Records Section (HAVRS). The Fairbanks District Court, located at 101 Lacey Street, is the local access point for marriage license applications in this borough. Courthouse staff can assist with the application process and direct couples to the correct procedures. The borough seat of Fairbanks is in the Fourth Judicial District, one of the largest judicial districts in the country by area.

Both people who plan to marry must appear together at the same time at the licensing location. Each person needs a valid government-issued photo ID: a driver's license, state ID, U.S. passport, military ID, or tribal ID issued by a recognized tribe or the BIA. Under AS 25.05.021, both parties must be sworn in and sign the application in person. The license fee is $60 in person or $70 by mail.

If either applicant was divorced within the past 60 days, bring a certified copy of the final divorce decree. This is required before the license can be issued. No blood test is needed. There is no residency requirement. You do not have to live in the borough or even in Alaska to apply here.

Tip: Fairbanks couples who cannot reach Anchorage or Juneau can use the local courthouse as their primary resource. Call ahead to confirm current hours and procedures.

Fairbanks District and Superior Courts

The Fairbanks court complex houses both a district court and a superior court. The superior court at the same building handles higher-level civil and criminal cases, while the district court handles smaller civil matters and many administrative functions. Marriage commissioner appointments can be made at the Fairbanks courthouse for $25. This appointment authorizes any person 18 or older to perform a wedding ceremony in Alaska under AS 25.05.261.

The 3-Day Waiting Period

Alaska requires a mandatory three-day waiting period from the time the license is issued until the ceremony can take place. This is set by AS 25.05.031. No waivers exist. The day of issuance does not count as day one. Your ceremony can happen on day four or later. The license is then valid for 90 days. If the ceremony does not take place within 90 days, the license expires and you have to apply again.

After the ceremony, the officiant signs the license and must return it to HAVRS within seven days. This is how the marriage becomes part of the official record. Late returns slow down the process for getting your certified certificate.

Alaska Vital Records Offices

HAVRS maintains two walk-in offices in Alaska. The Anchorage office at 3901 Old Seward Hwy is often more convenient for Fairbanks residents flying in. The Juneau office handles mail-in applications. Either can be used to order certified copies of marriage certificates after the ceremony.
