Marriage commissioner appointments are handled at the Kenai District Court under AS 25.05.261. The fee is $25, and the appointment allows any adult to perform one ceremony anywhere in Alaska. Couples who want a specific person to officiate, such as a family member or close friend, use this process. The Soldotna District Court at 175 E Yorba Road (907-260-8400) is another option if the Kenai court is more difficult to reach for a particular trip.

Requirements and Fees

All marriage licenses in Alaska come from the state through HAVRS. Both applicants must appear together with valid photo ID. Under AS 25.05.021, both must be sworn in and sign at the same time. Fee: $60 in person, $70 by mail. No blood test. No residency requirement. If either was divorced in the past 60 days, bring a certified copy of the divorce decree. Alaska does not recognize common law marriage.

The nearest walk-in HAVRS office is in Anchorage at 3901 Old Seward Hwy Ste 101 (907-269-0991), about 160 miles north via the Sterling Highway. Nikiski couples who want to apply in person make this drive, often combining it with other Anchorage errands. Those who prefer not to drive can use the mail-in process to the Juneau HAVRS office. The mail application costs $70 and takes additional days for delivery in each direction. Plan your application date with the ceremony timeline in mind.

After the ceremony, order a certified copy: $30 for the first, $25 for each additional. Order through VitalChek or at the Anchorage HAVRS office.

Waiting Period and Validity

The mandatory 3-day waiting period under AS 25.05.031 starts from the date the license is issued by HAVRS. There are no exceptions to this wait. The license is valid for 90 days from the issue date. After the ceremony, the officiant must return the signed license to HAVRS within seven days. The officiant is responsible for the return, but couples should confirm this has been done to ensure the marriage is properly recorded.

Ceremony Locations in Nikiski

Nikiski sits along Cook Inlet on the western Kenai Peninsula. Couples sometimes hold ceremonies near the water, at private properties, or at public parks in the area. Alaska has no restrictions on ceremony locations. Any place in Alaska is acceptable as long as a qualified officiant performs the ceremony and the license is returned to HAVRS within seven days afterward.

Check with local land managers if you plan a ceremony on public land, particularly near beaches or state recreation areas, as some locations may have permitting requirements. The Kenai Peninsula is popular for outdoor events, so booking locations and officiants well in advance is a good idea, especially during peak summer months.

Certified Copies and Records

HAVRS holds all Alaska marriage records from 1913 forward. Records are confidential for 50 years under Alaska Stat. 18.50.270. After that, they're open to the public. Certified copies are available to parties of the marriage, their parents, adult children, siblings, and legal representatives before the 50-year window closes.

Order certified copies through VitalChek or by mailing a request to HAVRS. Include both parties' full names, the date of marriage, and the ceremony location. The fee is $30 for the first copy and $25 for each additional copy in the same request. The Anchorage HAVRS office can process in-person requests faster than mail. Call (907) 269-0991 for questions about records or ordering procedures.
