Requirements and Fees
All marriage licenses in Alaska come from the state through HAVRS. Both applicants must appear together with valid photo ID. Under AS 25.05.021, both must be sworn in and sign at the same time. Fee: $60 in person, $70 by mail. No blood test. No residency requirement. If either was divorced in the past 60 days, bring a certified copy of the divorce decree. Alaska does not recognize common law marriage.
The Anchorage HAVRS office at 3901 Old Seward Hwy Ste 101 (907-269-0991) is approximately 45 to 55 miles from North Lakes, depending on your route via the Parks Highway or other roads. Applying in person costs $60. The mail-in process to the Juneau HAVRS office costs $70. Many Mat-Su residents drive to Anchorage since the HAVRS office is the only place to apply in person in Southcentral Alaska. Call ahead to confirm office hours before making the trip.
After the ceremony, order a certified copy: $30 for the first, $25 for each additional. Order through VitalChek or at the Anchorage HAVRS office.
Waiting Period and Validity
Under AS 25.05.031, Alaska requires a 3-day waiting period starting from the license issue date. No judge or court can waive this requirement. The license is valid for 90 days. If you don't complete the ceremony within 90 days, you must start over and pay the fee again. After the ceremony, the officiant must return the signed license to HAVRS within seven days.
Applying by Mail from North Lakes
North Lakes residents who prefer mail can download the marriage license application from the HAVRS website or request a packet by calling the Juneau HAVRS office. Both applicants must complete and sign the application together in front of a notary or other authorized person. Send the completed form with a $70 check or money order.
Mail the application to: Alaska HAVRS, P.O. Box 110675, Juneau, AK 99811. Processing time varies, but expect at least 1 to 2 weeks from submission to receiving the license by mail. The 3-day wait starts from the issue date on the license, not when you receive it. Plan your ceremony date accordingly, building in extra buffer for potential mail delays, especially during busy holiday periods.
Certified Copies and Records
HAVRS maintains Alaska marriage records from 1913 onward. Records are confidential for 50 years under Alaska Stat. 18.50.270. After that, any member of the public can request a copy. Before the 50-year mark, access is limited to parties of the marriage, their parents, adult children, or legal representatives.
Order copies online through VitalChek or by mailing a request to HAVRS with the full names of both parties, the marriage date, and the ceremony location. The fee is $30 for the first certified copy and $25 for each additional copy in the same order. Heirloom certificates cost $65 for the first. In-person requests at the Anchorage HAVRS office are processed same day and can be combined with the application visit.
